You have probably heard the latest headlines: the Rhine is running low again. Water levels at the critical Kaub gauge have dipped below 150cm, enough to trigger low-water surcharges and force barges to operate at drastically reduced capacity. After a dry spell in April and early May, many vessels were running at just 50% to 70% of normal loads, and even after recent rainfall, full recovery has yet to arrive.
It makes for a good story. Shallow rivers, struggling barges, mounting surcharges-it sounds like the kind of crisis that would bring European supply chains to their knees.
But here's the twist. According to those who actually run the barges day in and day out, low water is not the main culprit.
"Low water has no impact on delays-merely on the capacity and intake of the barges," says Gunther Ginckels of SeasC4U, as quoted in a recent industry report. The real problem? "The congestion experienced along the deepsea container terminals, with the average congestion-related delay typically more than 96 hours."
That's right. Four days of waiting-just to get your barge into the terminal. And in recent years, things have been even worse, with handling delays stretching past a full week.
So while everyone is pointing at the river, the real bottleneck has been sitting on the docks all along.
The "Big Sick Ones" Are Genuinely Sick
A recent Sea-Intelligence analysis conducted between July 2025 and February 2026 pulled back the curtain on just how badly Europe's biggest ports are struggling. The report coined a new term for it: the hub penalty-meaning the more cargo a port handles, the less reliable it tends to be.
And the data is pretty damning. Rotterdam, Europe's largest port, came in 1.5% below the European punctuality average. Antwerp-Zeebrugge? 4.6% below. Hamburg, Germany's busiest gateway, was the most vulnerable of them all, clocking in more than 10% below the baseline. That's not a bad week. That's structural.
Meanwhile, the hangover from ultra-large container vessels hasn't helped. Inland sources told industry observers that the image of Europe's waterways as a reliable alternative has "taken a battering in recent years," thanks to poor service, embedded congestion, and an endless parade of surcharges that are forcing shippers to question whether barges are even worth it.
And the delays cascade. A missed lock slot? That sets you back eight to 24 hours, which then puts you behind schedule for a terminal that is already congested, which then leaves your barge sitting at anchorage even longer. Rinse and repeat.
When barges are forced to run half-empty because of low water, more barges end up on the waterways to move the same amount of cargo. More barges mean more competition for lock slots and berths. More competition means more waiting. More waiting means more congestion.

Meanwhile, at the Big Ports…
The numbers coming out of Rotterdam and Antwerp are enough to make any logistics manager wince. At Rotterdam, barges have been facing typical handling delays of four days. At Antwerp, berth waiting times jumped from 32 to 44 hours-a 37% increase-and containers are now sitting on the quay for up to eight days instead of the ideal five. Even the carriers admit they are in "constant fire-fighting mode," with one industry contact saying he was "embarrassed" by actual transit times from Asia and that weaning Europe's hubs off their dependency on overloaded mega-terminals is a must.
And here's the kicker: while the giants struggle, the smaller ports are quietly winning. Bremerhaven, Dunkirk, Wilhelmshaven, and London Gateway all posted positive reliability deltas during the same period-meaning they actually outperformed the European average. Wilhelmshaven even came in around 20% above.
As the Sea-Intelligence report bluntly puts it: "Ports with high transshipment volumes are currently experiencing localized schedule deterioration, meaning that using the largest transshipment ports is no longer a guarantee of high schedule reliability."
But old habits die hard. Many shippers default to the major hubs because that's what they have always done. And because terminal operators, port authorities, and shipping lines continue pointing fingers at each other instead of fixing the root issues, the cycle of congestion just keeps spinning.
